Homelessness is a complicated issue that requires a nuanced understanding and a multilayered approach. Professor Larsen will begin this CLE talking about the U.S. Supreme Court case City of Grants Pass v. Johnson from last session in which the majority held that the enforcement of generally applicable laws regulating camping on public property does not constitute cruel and unusual punishment under the Eighth Amendment. Michael Spindler-Krage and Enrique Velázquez will talk about the challenges their respective cities have experienced with homeless encampments and the approaches they have undertaken to address the issue. Lastly, Assistant Commissioner Cathy ten Broeke will talk about the role of the Minnesota Interagency Council on Homelessness, a cabinet-level body led by Lt. Governor Flanagan and is comprised of the commissioners of 14 state agencies and the chair of the Metropolitan Council. It is accountable for leading the state’s efforts to move towards housing, health, and racial justice for people experiencing homelessness.
