Recent Executive Orders are changing the criteria for federal discretionary funding, creating new compliance considerations for nonprofits and government entities. This program will begin with a brief historical overview of Executive Orders as the instruments of presidential power and policy, setting the stage for a closer examination of recent developments. We will focus on the July 2025 Executive Order Improving Oversight of Federal Grantmaking, which directs applicants to demonstrate how their proposals advance presidential policy priorities and to address restrictions related to the use of federal funds. The session will also cover the July 29, 2025 Executive Order on Guidance for Recipients of Federal Funding Regarding Unlawful Discrimination, along with any other recent or forthcoming EOs that may affect federal grantmaking. Presenters will discuss the requirements outlined in these directives and explore their implications for local governments, nonprofit organizations, and community partners.
