Summary

The Clean Slate Act officially went into effect on January 1, 2025, and law enforcement agencies are now receiving notices of sealed records requiring expungement. Local government records professionals and their attorneys are now navigating its legal and operational impacts.

This session will provide an overview of the Clean Slate Act from a local government perspective—what the law requires, what remains unclear, and explore interim guidance to support local law enforcement agencies. The session will also address overlap with the Minnesota Government Data Practices Act, with discussion on how data classification, retention, and access intersect with automatic expungement.
