Civil Legal Aid in Minnesota: Economic Impact and Social Return on Investment for Services Provided in 2023  

The Minnesota State Bar Association Access to Justice Committee’s new report quantifies the economic value created by Minnesota civil legal aid providers in 2023.  

The data shows that for every $1 invested in Minnesota for civil legal aid, the state yields $4.32 in immediate and long-term financial benefits. This is an impressive return on investment of 432% for civil legal aid.  

Minnesota’s civil legal aid activities in 2023 had a net economic impact totaling more than $239 million. 

The report was authored by Community Services Analysis LLC, one of the nation’s leading social return on investment research firms.  

The authors reviewed data from 11 civil legal aid organizations from across Minnesota. These organizations provide a wide variety of legal services to low-income Minnesotans, including support and representation in family law, housing, health care, public benefits, consumer protection, immigration law and many other types of civil legal cases.
